I have no desire to get sucked into the world of an MMO where the main objective isn't to admire your character's awesomeness.

The closest things I found on Steam to what I'm looking for are epic Character Generator and Marvelous Designer. Marvelous Designer even with a sale is a few hundred dollars. Character Generator annoys me. I was looking for something more along the lines of Stardoll.com .

I'm not so interested in the physical appearance of the character as the cothing/outfit I pick for them I guess. If that makes sense. Well anyways thank you for your help.

@T.L. Gurl, Mission Runway does have some fashion and character design but it's probably more limited than you'd imagine (or would like), and the rest of the game is rather basic. If it's cheap you can try it, but I honestly bought it because I thought it was a jokey game!

I'd rather recommend you try something like Black Desert Online https://youtu.be/4TP4L1vHfpk?t=22s , or Sims 4 https://youtu.be/oB8adYiIHbs?t=4m12s (supposedly has mods you can download for additional clothing customisation), or GW2, or RIFT, or Skryim, or even Second Life for their character customisations.

I'm looking for a game that is more or less dress up / fashion design. Based on what I've seen, Runway is the closest thing to that however..... it looks like it focuses more on the models rather than clothing aspect. Am I correct in that evaluation?

@T.L. Gurl, I actually have played it a bit, for some reason though the steam overlay doesn't pop up in-game for it, and it didn't track my hours played. I did end up trading for a copy though - from that forum post.
