These are believed to be price errors. The "Free" will not show up on the Store Pages for each game. These are not the standard Free Games on Steam or F2P games. There are some nice gems in there like Hitman 2 and MetaMorph: Dungeon Creatures

This process is legit and no TOS violations.

You simply load the steamdb.info page and click the green "Free" button in the upper right. You can also us ASF to install these games if you prefer.
