Added additional condition to Favour of the Elders: it should no longer proc on Chosen that are already at max level (this causes UI issues and can cause strengths to not appear on the standard UI)

When a Chosen is favoured at maximum level, the game should now still show an image for them.

Added Early Avatar Deployment, a SITREP that appears once a Codex has been skulljacked.

Dark Events should now be added to in-progress games, when loading to a save on the strategy layer.

Favour of the Elders
-now rolls between all non-adversary weaknesses.
-now counts as a level up for the Chosen

Favour of the Elders
- increased global cooldown requirement to fix issue involving the event procing again.
- Fixed issue with the remove weaknesses part of it: it could remove the Adversary weakness
