The War Exhaustion Mechanic was the basis for my iteration of negative effects during long wars.

• Removed the ability to reduce War Exhaustion by for example holding speeches
  
• Changed War Exhaustion into a 5-year stage system
  
• Changed the effects of War Exhaustion to impact Stability and War Support
  
• Added Decisions to counteract the effects of said War Exhaustion
  
• Based the amount of War Exhaustion you get on your Economy Law
