Report a translation problem
When playing against Germany the AI probably prioritises land units so you will see less of the Luftwaffe overall (although I am not sure on the specific circumstances).
I will update today so it should get fixed.
If I remember correctly Germany is set to be more aggressive in general so it might have to do with that. Or the AI calculated it would succeed in attacking, given the odds.
If you make a reasonably well defended line as France, as long as the AI outnumbers you then they seem to attack regardless of the odds. I normally play as an aggressive Germany, so this was my first defensive game tbf. Perhaps it was a fluke in my game anyways.
I had my divisions as 10inf-2arty (with the most support companies incl AA not AT), and I changed to the firepower doctrine (second from left).
Germany/Italy would often have double the divisions, but when they attacked it was always green and they did it..... a lot... :P
It's either that or it could be changes to unit types I've made (mainly nerfing motorized) or maybe even the industry changes.
I didn't change any AI weights or defines so it's probably something indirect that causes this behaviour. There are probably a lot of scenarios as well where Expert AI can't solve stupid AI behaviour. Do you have a save file?
One request, any chance you can include the Division Limits++ mod? Basically I can't stand having 30 bloody generals and love having just one general per front, but this mod conflicts with that mod for some reason?
Otherwise great work and looking forward to playing it more! :D
(also, not sure if this mod causes it, but the menu when you select a state in the bottom-left is ridiculously tall, and it gets covered up by another menu of unknown origin, making it impossible to conduct diplomacy with any other nations.)

So due to EAI that specific file is heavily changed which leads to this error being generated. I don't really know how to fix it yet though.

The CTD should definitely not be happening but I'd have to see the error log to get an idea of what it could be.
The Allies starting a war with the USSR is somewhat likely to happen if Germany has not started a war yet.
