fixed Incandescence and viscous accelerant appearing to be buffs.
added Blind damage type to particulate haze.
altered viscous accelerant to be a single stacking effect instead of spamming the target with more debuffs every time it's applied again.

Fixed a bug that was preventing Thermal Bulwark from applying to the caster properly.
Smoke and Medic Canisters now provide protection from Bleeding if you have Chemical Deflector. (used to be nothing)

If immolators, smoke canisters or blast canisters are either non-infinite or not set as starting items, will no longer attempt to add them to HQ inventory.
the bools that previously controled this behaviour have been removed, as it will now automatically detect if it's appropiate to do so.
