Trying going to Def>ThingDef_Races and individually editting each text file. You want to remove the <wildBiomes> <Tundra>0.05</Tundra> <Desert>0.5</Desert> (etc.) </wildBiomes> section from each one, or set the numbers to 0.00. That should prevent them from spawning in the wild.
