LWOTC classes have one extra rank. This is not an LWOTC class. Normal soldier classes aren't supposed to get more than four XCOM row perks. LWOTC classes get more because they have custom XCOM row decks set up for them. This class doesn't. Because it's not an LWOTC class.
Secondly, his XCOM row often has missing choices for different ranks leaving holes in the row. Again just wondering if that's by design or some kinda conflict.
