Try this:
1. Run regedit.
2. Navigate to HKEY_LOCAL_MACHINE > SOFTWARE > Wow6432Node > Sony Creative Software
3. Delete Vegas Pro - Steam Powered folder.
4. After that, either just open Vegas PRO or try reinstall it.
At least this solved it for me."
