praying that this doesnt break more than it fixes
- sensor FOV for ARH missiles increased to larger values for better search performance
- ARH AAMs now have a midcourse dive before terminal where the radar seeker no longer accepts midcourse updates
- remove BB-1 depth charges from SH-2G (was testing something, sorry)
- SH-3H (86) low vis livery thanks to @Daggs!
- ill just be honest here, i accidentally 'undo delete'd half of my recycling bin so there very well may be more problems that i unintentionally added but im hoping that its okay

maintenance update
- add proper visuals to block 1, 1A, and 1B phalanx for all ships (added truss, extended barrel, IRST/CCTV system)
- change how ARH AAM/SAMs work, now have small ~4-5 degree FOV and gimbal angle to prevent friendly fire
- remove surface targeting on SM-6 Blk 1 (later blocks will get this)
- nerf DPW-23 jammer, now defensive only
- nerf ALQ jammers slightly, still very powerful but not overwhelmingly so to the point of completely blinding competent ships
- remove jammer noisemaker from surface ships
- tweak sonar characteristics, more sensible increases in performance
- tweak phalanx performance, more gradual scaling in performance
- new balancing with missiles, scaling interceptor defense for missiles if they have the following traits:
> pop up (15% CIWS bonus, 5% SAM bonus)
> weaving terminal maneuver (30% CIWS bonus, 10% SAM bonus)
> small AGM type (30% CIWS bonus, 10% SAM bonus)
> supersonic SAM (30% CIWS bonus, 15% SAM bonus)
> hypersonic missile (50% CIWS bonus, 25% SAM bonus)
these traits are added defensive bonuses to the already existing values, so a harpoon that normally would have a 60% PK when being shot at by SA-N-7 is reduced to 55%
or when a 75% PK 48N6 engages an SM-6, this is reduced to 50%
