Removed trigger-happy logging from the Night Mission Ruleset, which should mildly decrease mission start wait time before gaining control of the XCOM Squad.

Added exceptions to Night Mission Rules - They do not modify sight range if the Low Visibility Sitrep, or the Heavy Fog Sitrep from my Gameplay Mutators is active

Changed Night Blindness Icon out for a better looking one, thanks to RustyDios for pointing that out, and added The Night Ops Goggles, a utility item which enhances combat performance in The Dark.. While the batteries last, at least. NOGs require a Muton Autopsy to unlock.
