Actually implements some fixes not implemented in previous update
Tweaked Faction Game Rules to now have neighbor check to false
Fixed the Integrate button still being enabled dispite integrating said state
Made Ultimatums far more fair. No more unexpected war.
Also made Central Europe Territory slightly less stupid when deciding whether or not to declare war.

Fixed some nations still being unable to swap ideologies, including neutrality
Added some events that Neutrality Expert advisor will cause
Fixed For Glory Colonial Focus
Fixed an issue with faction members constantly leaving each month
Added a decision list to send ultimatums to countries that control states required to form the central european formable

Added Neutrality Expert advisor to swap to neutrality ideology
Fixed other ideologies localisation issue
Added a checkmark to completed colonial focuses, for easy differation
Tweaked the bonus of the starting major nations
Fixed some nations being unable to swap ideology regardless of advisor

Fixed Overseas Venture not working
Fixed a bug where you would declare war on a country without notice. This was only meant for the AI, and should now properly reflect that
Fixed an event continually giving errors due to a non-existent idea.

Fixed starting ideas being incorrect
Fixed buffer focuses giving you rewards
Added a Formable Nation for central europe
The countries that can form it are the following:
Austria
Hungary
Czechoslovakia
Slovenia
Slokavia
Silesia
Croatia
Bosnia
Transylvania
Serbia
Do keep in mind that it is a skeleton, rather than a fully-fleshed formable at the moment.
Added a Colonial Focus Tree. The GUI can be found next to the rules icon in the politics tab.
Allows you to select over 15 different focuses to upgrade your colonization. The AI do not use it ATM.
Also, you will have to tell me what is too op and what is too weak, as I'm not the greatest at measuring that.
Changed the GUI to no longer show if you have selected one of your cored states
Fixed a some pretty big issues with the GUI
Changed around a few numbers to reflect the changes

-Fixes Indian Ideology Swap
-Changes beginning of game. The first option removes the stationary nations, whereas the second adds all the vanilla countries into the game.
-Adds a way for the AI to declare war, so now there will be more wars in the world. This probably needs tweaking, so be sure to respond what you think of this feature.
-Adds an option to build one of the colonizing ships in decisions. This will take 1 dockyard and 180 days per ship.
