Added a debuff to colonizing low infrastructure states.
Changed how upgrades work. Now, they will apply to the base cost (so -10% = 6) instead of the current number. Also fixed all upgrades to now have a max upgrade level.
Added a cancel colonizing button.
Added a tooltip display for upgrades.
Fixed Hungary's AI.
Changed how AI deploy militia.
Changed how USA's bonus idea works.
Lowered USA base stability. Changed Franklin's buff.
Changed Germany and Africa bonus ideas.
Puppets are more likely to accept dismantling now.
Fixed some localisation.
Stats will be initially displayed when opening the colonial focus tree.

Tweaked some defines, such as max building slots and xp for designing
Added starting equipment (20k guns, 1k support + artillery) to help AI early game
Edited the peace deal decision to be less complicated, now you simply need to control one of their owned states not on their mainland to peace a country out.

Fixed AI not making enough divisions.
Fixed Switzerland being unable to produce troops.
Changed how the US congress is calculated, to better represent gaining new cores. Will grow as the country does.
Added some decisions relating to colonizing to the US congress.
AI will now use colonial points in the GUI.
The focus trees will now prioritize the ideology of the country if on historical. Also AI that want to go anarchist will not take focuses that block it.
The consumer goods factor in the focus tree now are bigger for both increases and decreases (for example 5% consumer goods -> 15%)

Removed most of the new ideas from 1.13 for Norway, Sweden and Denmark

Removed beginning cores in the African desert, so no countries should start there.

Fixed the Justify for Disputed Territory decision to give their capital if they accept and are one state.
Modified XP cost for designing template.

Fixed a few focuses that ultimately were not beneficial.
Added an experimental feature that allows you to upgrade your stats in the stats menu.
