Fixes:
- Improvements to Pop generation scripts, no single pops in empires but groups of them, with start amount of all pops the same, better performance
- Fixed Kadavo capital building
- Fixed Nihilus ship being a box
- Fixed some civic related things, some deactivated, some new
- Fixed some districts not getting traditions boni
- Fixed commercial T1/ T2 buildings not getting tradition boni
- Fixed stronghold/ fortress not getting tradition boni

- Adjusted Nihilus weapon dmg (less strong)
- Adjusted required pop count for some T2 capital buildings (Hab/ Asteroid, Resort, Cloud City)
- Changed starting ecumenopolis planets to ruined for empires in sandbox

This update reworked a lot of core components and enabled many features.
We found a crash which we can't track down at the moment, from what we can tell it never happens twice and is rather rare.
If you can give us a hint or save game about it, we would appreciate it.
