INDUSTRY DOUBLING:
-multiplied CIC by 2.5
-multiplied MIC by 2.0
-increased refineries by 2.0
-increased assemblies by 2.0
-doubled most resources
-halfed factory output
-set max CIC per building to 24
-increased cons goods and min cons goods by 5%
--> these changes were made to allow for greater granularity for production, construction, trade, etc.

Test Update from 16th December
-moved 1 province from Abruzzo state to Puglia to fix a CTD due to the new version
-fix regions without weather ( some bits of france, benelux, germany, poland mostly)
-redid weatherpositions entirely because 135 regions were lacking them. this means there is now a lot more weather shown visually, we are happy for feedback for the amount and placements etc
-historical unit spawns now use up manpower
-5yp showing num buildings
-coal needed for energy production clamped to min 0
-removed fuel_cost from attache_send as its really hard to figure out
-fix extra resource production for chromium
-SYR and LEB no longer give access to axis
