So you're saying the pawn can carry a maximum of 64 items OR 35kg, for example it can't carry 64 rock chunks because they wieght more than 35kg, but it can't carry a full stack of cloth because it's 75 items even though it's lighter than 35kg?
According to the description, it should be what the pawn is able to carry in its inventory on the local map
As description from your screenshot says, carry capacity is a capacity to carry in hands. And mass carry capacity is pawns inventory capacity. And yes, in vanilla it LIMITS mostly only caravaning. But there are plenty of other mods that utilize inventory instead of hands and respect mass limit.
