I thought not. It's not a story the SERN would tell you. It's a FGL legend. Hououin Kyouma was a master of Reading Steiner, so mad and so scientific that he could use phones and microwaves to travel through time... He had such a knowledge of time travel, he could even turn traps into actual girls.

"He could actually remove ♥♥♥♥♥ without surgery?"

The mad side of the science is a pathway to many world lines that some consider to be unreachable.

"What happened to him?"

He became so obsessed with time travel… the only thing he was afraid of was losing his Mad Scientist persona, which eventually, of course, he did. Unfortunately, he told his fellow lab members everything he knew, then one of them betrayed him, turning him into Sad Scientist. Ironic. He could save others from fates worse than death, but not himself.
