Yes, it only requires a different Continent in order for the 2 additional cities to benefit from what their personality trait would be. Sorry for the confusion on my part with the guide as well. I'll re-work it to make sure everyone else doesn't get the notion that I was saying, "Make a city on each individual Continent!".

Civ 5 doesnt always think that diffeant continets Its the way Civ was desiegned. In a archeapoligo map the island around might be considered the same continent. If you look up Civ 5 SDK world builder you see that there a 4(I think)"continents" .Its just in how Civ sees the world. To get what I am saying completly you have to see the World Builder.
I thought it only required to be on a differant Continent than the Capitol. Not 3 differant ones.
From what I'm getting you thought that all they needed to be is on a different continent, not actually three continents but rather just a single different continent. You'll have to wait for Optics or Astronomy to get the benefits.
If that's a clearer version of it I'm fairly certain that it pertains to having cities on three separate continents/islands which does make it a less powerful ability but it is powerful in an Archeapoligo map.
