Video of how to play Austria.
This will tell you what to expect out of the special units, what to expect out of the playstyle, and what victory conditions to expect to dominate with.

Victory Conditions
Hello, if you really didn't want to watch the video I'll give a quick rundown of what you probably should be thinking if you are randomly paired up with the Austrians or are just new to Civilization and think they would be fun to play!

Victory Conditions

  • Diplomatic
The Austrians special ability does not actually help in terms of a Diplomatic Victory considering you take the City-State as if you have conquered it. That being said you'll only want to use that special ability for City-States that own something that is very strategic that you absolutely must have for whatever reason. Outside of that, you are primed for a Diplomatic Victory because of that special ability. You'll want to befriend all of the City-States that you can so if you ever do need to have a Diplomatic Marriage for resources you may have lost you can do so quickly. Highly Recommended.

  • Domination
On the other side of the pillow - since you can take over City-States by Marriage you'll be able amass quite a large empire by doing so. Marriage through this can bring down your Happiness but in most cases, if the luxury resources are worth it, it will negate those effects. Nonetheless, her special unit the Hussar will dominate for the age so make sure to build a handful of those units. Remember that the Hussar gets -33% bonus towards attacking cities so try to not use them for conquering but rather ganking units. The fact that you'll be friendly with so many City-States will tack on more allies to fight other Civilizations. It makes a great Domination Victory viable. Recommended.

  • Science
You'll have a lot of City-States as friends and if you have Patronage as your Social Policy you'll earn some of their research as your own. If you are going the Domination track you'll have extra cities/land to help out in this way as well. Building many Coffeehouses will increase your Great Person generation so you could attempt to get many Great Scientists this way. It is something that majority of Civilizations can do as a back up if all else goes wrong with Domination/Diplomatic. Somewhat Recommended.

  • Culture
In most cases I would recommend a Cultural Victory if you are playing around with the City-States. In the case of Austria, they are able to eat the City-States whole like a snake eating mice. Austria does not have any traits that gives her an edge up on culture. With the personality trait it assumes that you will not keep a couple cities. On the flip side, you could stay with one city - obtain enough money - Marry the City-State and not need to worry about growth etc. Although you can win a Cultural Victory it's something that is not exactly straight forward with Austria. Not Recommended.
Social Policies
Won't get into as depth as the Victory Conditions only because Social Policies can usually go anyway for any Civ and still win. Will only note those that are very important to each Civ.
  • Patronage
Patronage will allow you to have an edge up with the City-States. You'll be able to have 20/30 Influence prior to ever giving them anything. Once you achieve a high enough status with them you'll be able to devour them into your own Civilization. If you do not want that extra unhappiness that will come with it you can just amass tons of City-States as your ally and attempt to win Diplomatically. Clearly, based upon their personality trait you are given the option of playing friendly with City-States or passive aggressive by Marrying them.
The rest are really up to you on how you're playstyle will be for policies, Tradition for hunkering down with few cities - Honor for cutting down enemies early on - Liberty for expanding like a mad-man but again, that goes for any Civ, not just the Austrians.
