They should do the actions you assign to them. Synchronize Actionbuilder Waypoint and units to the same Actionbuilder Portal.
And with slightly off, do you mean like inches/feets? You should be able to put stuff on desks, for example. The key is to set portals to use editor placement for the units and enable exact places setting.
In the example mission (see the workshop description) there's a car set top of another car with this setup.
Distance can be inches to feet off from positioning even with those settings. The more items and portals you link together the more unstable it becomes in this aspect. I can't spawn a map on a table or troops in tower. Sometimes a trigger won't activate when specificed paramiters are achieved.
Arma does have some logic for avoiding colliding items, but stuff like units in towers should not be a problem as I've done it countless of times before.
Can you replicate this setup?
