If you are asking for Northern Wastes, you need to rush to that focus. Dragons start the game as belligerent and this focus only works if dragons are belligerent. Otherwise you need to hope they stay belligerent.

only remnants of gondolin can bring valar, you need to go to return to valinor focus (democratic). It requires high world tension and Mordor (50 tension) or Rhun/Harad (25 tension) or return of morgoth. Also you get more buff if the good side start losing, (Valar starts to use more of their power)

I added all the countries with focuses to single game country selector. The secret focuses are really hidden. I can add how to go them in discord like i did for age of conflict mod,
