4.6

- Updated for Stellaris 3.1

Major changes:
- Added elven and dark elven city-planet meshes.
- Tekartas civic "accidents" have been reworked. Specific leader traits now increase or decrease the possibility of a leader suffering an accident.
- Added more accidents. Leaders can now survive, receiving a generic negative trait or a special trait that makes them much harder to assassinate in the future.
- Accidents won't happen to non-organic species. Additional checks have been implemented: some accident's won't fire for leaders that are in control of a fleet or a science ship.
- There's now a 3-year cooldown between accidents. Accident frequency may be tweaked in the near future.
- Changed most instances of Drow to Dark Elf. Base namelists retain existing nomenclature.
- Ilythiiri Tulshar has been renamed to Moravari Tulshar. Children of Eilistraee are now Children of Anoriel.

Minor changes:
- Fixed a rare bug that sometimes destroyed pre-built disticts on specific capital worlds from elven origins. Some elven custom deposits now reduce maximum districts by a higher amount.
- Added useful tooltips for elven-specific Arcology Project decision (and corresponding deposits).
- Speleoterrestrial and Permafrost deposit weights have been tweaked which fixes Adaptability prospection decision for these planets.
- Added new Ancient Ruins blocker for some elf starts.
- Removed checks for nebulae in all initializers (the old result was no nebula showing up at all if the origin happened to start in one).
- Minor celestial Favor fixes.
- Added Starlight compatibility for Prismatic star and the Moon.
- Redundant species archetypes have been removed.

-- Arcadian Symbiosis
- Aenari Circle elves now have different traits (Adaptable was making treants kinda redundant).
- Significantly improved the way treant habitability modifier works.
- Arcadian Symbiosis treants now also increase amenities.

-- Sunless Realms
- Updated Veiled Planet modifier. Slightly buffed other related Sunless Realms modifiers to compensate.
- Lunar Auroras also provide immigration pull.

-- Subterranean Inception
- Fixed Valshaquellar not having city-planet modifier.

-- Elven Foundations
- Avari Ring now provides bonus to all jobs instead of research only (the value is smaller though).

-- Celestial Throne
- Avari Shield now increases Governing Ethics Attraction and its crime reduction is now percentage-based.

-- Everybody
- Re-tweaked homeworld sizes again.
- Drow trait now increases Empire Sprawl from pops instead of reducing habitability (this is a buff).
- Elven gender policies is now unavailable to all types of egalitarians.
- Hidden EoS-specific Arcology Project decision for other empires.
- Minor optimizations.

GFX:

- Moved carrier meshes around.
- Elven city-palents are now white instead of orange (Until the new one is ready!)
- Elf mining/science stations now correctly blow up in a dramatic fashion.
- Corrected a few errors the log was whining about. ;-)

- Celestial Throne now also begrudgingly recognizes the existence of Spiritualists who buy a bit too much into the propaganda. Should probably still keep an eye on them.
- Celestial Grace can no longer be adopted by Materialists. Friend Computer finds the idea of a divine mandate slightly subversive.

- New Civic: Celestial Grace
- Empires with Celestial Grace have a Celestial Favor score which can be affected by various factors and grants various benefits and detriments
- At maximum Celestial Favor (5) the Heavenly Authority Casus Belli becomes available, enabling the Secure Border wargoal that allows to turn neighbours into Tributaries even if empire policy or special civics like Inwards Perfection would not allow it
- Removed the Great Firewall civic as it's been redundant for a long time
- The Celestial Throne Origin now requires the Celestial Grace Civic instead of Inwards Perfection
- The Prescripted Lhuren Empire's civics have been changed to Celestial Grace and Inwards Perfection
- Implemented tributary war goal for Celestial Throne origin (by Kalyian).

-- Everybody Else --
- Elven/drow homeworld sizes increased by ~2.
- Added more deposits to Subterranean Inception homeworld.
- Arcadian Symbiosis will now spawn 8 Treants (up from 6).
- Lessened restrictions of Peacekeepers civic.
- Traits for primitives now make them immortal as well. (Spawns enabled mod!)
- Removed redundant effect tooltip for elven trait.
- Added localisation entries for "Sanctuary".
- Added new entries for insults and such to localisation files! Now we all can be insulted in style! :-D

-- Namelists --
- Renamed all namelists to something actually useful! (Be sure to check your saved empires!)
- 2 new namelists: Altmer and Dark Elf (Generic Drow/Dunmer/Nightelf thing.) Eilistraeens use Dark Elf by default now.

Major changes:
- Prescripted empires will not spawn. Fallen empires and primitives have been transferred to a separate submod.
- Celestial Throne origin now makes the empire start with Flaming Pearl relic. Implemented related events.
- Some of the unique deposits will survive if an elven planet transforms into an ecumenopolis. This has a side effect of duplicating the arcology planetary decision in the UI. Don't worry, you'll be able to enact only the correct one.
- Added planetary nebulae, stellar storms and other pretty visuals to custom EoS systems.
- Elven habitats now have 3 distinct visual appearances for each tier.
- Elven Foundation and Prismatic Refuge origins will now have ideal nearby guaranteed habitable planets.
- Various initializer and origin tweaks.

Minor changes:
- Full Patriarchy/Matriarchy policies also affect pop portraits.
- Elven empires which start in systems with strategic resources now have corresponding strategic resource discovery flags set up correctly.
- Permafrost preference trait had its Arctic habitability value increased to 30% to offset potential Galactic Community penalties.
- Avari Shield now reduces migration. Flat crime reduction value has been increased as well.
- Nerfed the Tomb World in Elven Foundation origin capital system to compensate for various buffs. Again.
- Updated and extended some of the namelists.
- Fixed and refactored stuff, as usual.
