Fixed some tech priorities - USSR should be better at prioritizing medium armor.
Slowed down ahead of time research of armor by USA, Germany, USSR after 1941 tank techs.
Tweaked Japans infantry templates a bit.
Playing with base infantry division template, trying to get it to stop building over 20 width, or building 4+ artillery brigades.
Fixed mistake in free heavy armor template, put it in the right place.

Re-evaluated research priorities, restricted the AI from some technologies which were less than optimal.
AI will research industry/computer/construction techs ahead of time, some of these techs are restricted by date to prevent the AI from researching something ahead of time it won't need until later.
USSR, Germany and the USA will research some Armor technology ahead of time.
Created custom production focuses for all major nations.
Created scripts to help the AI ramp up armor production at an appropriate time.
Removed nearly all garrison flags from national division templates (this is a short term change until 1.1)
Removed initial heavy armor templates from Germany, USSR, USA and England. This may make thing easier, I don't know, but there were a lot of complaints about too much heavy armor.
All nations will now unlock a heavy armor template from the 1941 heavy tank tech.
Adjusted template xp costs from 1/1/1 to 5/5/5. These are almost vanilla levels.

I may forget some things :) Upload is coming soon. Here is what I've modified in the time being.

Air War tweaks / Plane Production/Research tweaks.
- Allow AI to perform missions over wider variety of states - This may be causing the fighter production stoppage.
- Made some tweaks to aircraft production weights tied to different air doctrines, eg. Battle Field support gets boost to fighter weight instead of interceptor(heavy fighters)
- England now uses strategic destruction. Italy uses battlefield Support. USSR uses battlefield support. Japan uses operational integrity.
- Made adjustments to national research priorities. Following mostly historical guidelines, but some concessions have been made for gameplay purposes.

Division template tweaks
- USSR, Germany and USA get a-historic heavy tank templates, in a less aesthetically pleasing, but more functional arrangement for upgrades (don't ask!)
- England gets a largely historical 1939-40 Armor Division, featuring infantry tanks, cavalry tanks and motorized + some of their support brigades and companies.
- Adjusted division template statistical weights in some instances to hopefully ensure the AI doesn't do anything silly like turn a 5 medium armor 5 motorized division into a 10 medium armor division.
- Have unlocked the majority of useful support brigades and companies for most division types. Have incentivized the use of logistics, maintenance, recon and engineers for divisions it makes sense for.
- Have created two new divisional templates for medium tank destroyers and medium self propelled artillery. The AI will form these templates themselves, I've yet to see them produce them however. This is an ongoing project.
- Removed AI ability to fabricate new divisions templates. It made poor 2x2 templates that were detrimental to the AI's ongoing production, and it did not upgrade properly or expediently, yet it would begin to produce these inferior templates when it had superior versions already available. Should not affect most minors as they will get a free light armor template when they research their first tank technology.

Research tweaks
- Pretty extensive revamp of research priorities extending beyond just aircraft and tanks.
- Soviet Union and Germany have had their naval doctrine priority reduced to 15 from 100.
- To help offset this, so that the AI will research naval doctrines and ships when it has a bonus to them, I've increased the AI's preference to research items with bonus research quite substantially.
- Tweaked a modification to naval research priority that modifies desire to do naval doctrine based on how nautically inclined the nation is
