Made adjustments to starting division templates (for gameplay reasons).
Turned the AI ability to use and send expeditionary forces back on (AI really needs this to perform up to snuff)
Limited manpower laws to some degree.
Adjusted Danish straits so that Germany will feel safe to invade Norway
Note about the invasion of Norway. The AI is far more pro-active about defending ports and VP provinces in this version. Germany will try to invade Norway, but the Norwegians will likely repulse their landing attempt.
Adjusted area defense garrison values, making the AI far more likely to hold significant forces on ports and vps.
Adjusted German production scripts. Germany should be a little more competitive with the USSR now (USSR is still very strong in ai vs ai) Germany should post a significant threat to allied shipping.
Japan is now forced to form its own faction. This is a temporary fix to prevent Germany and Italy from sailing hundreds of divisions to china (yes it could happen) or vice versa. This also keeps Germany and Italy mostly limited to Africa, as they won't reinforce Japan when/if Japan invades India.
Canada, Australia and the Raj have all been given tweaked starting templates and a couple of starting technologies to help them fill out their early divisions.

Changed some scripts, AI should be getting them all now.

Gave all the majors a better initial infantry template. This will affect the player, nothing I can do about it!

Wrote event to help AI want to build the better templates.
