Battlerifle Magazine misaligned minor fix

Massive overhaul for ammo and damage.

Combed through all the ammo and changed the values closer to vanilla. VWO previously was returning lead and other bullet materials and making multiple magazines. This was causing economy problems where leads,titanium-alloy and physicorium were piling up while magnesium and flash powder were constantly in demand.

All magazines are now reloadable like vanilla and only return bullet material if above 95% condition.

Hand cannon rounds slightly reduced in power and returned to vanilla materials and make 6 at a time.

Revolver rounds are cheaper to produce for 12 at a time.

Battlerifle power adjusted and made to be lead/steel bullets.

Marauder battle rifle kept as a counter part to the marauder assault rifle using physicorium rounds, power adjusted up.

LMG, GPMG, HMG and other guns use more conventional ammo values.

Added Repeating Rifle Unique, 12 round magazine, fires decently fast but is beat by a high skill lever action.

Added Operator Rifle a unbullpupped defensive carbine with slightly slower fire rate that can fire grenades like the Manual Rifle.

Tons of minor fixes, found the Rifle not dropping its inventory on decon as a big issue.

Overhauled the enemy spawns with lots of new gear loadouts and.

Changed Harpoon Coil gun charge time to match new update.

added more gearsets and tweaked old ones. some leaders were not very leaderesque.

Did another pass on NPC weapon load outs, testing shows double pistol/revolvers isn't working out even with equip tags. Kept a few elites with oxygenite masks so if they are in a flooded situation they get a movement buff. Leaders now have talent buffs according to their faction. Expect to see a few enemy types with Assault Rifles, Bandoliers and other talent gear.

Renamed all the Aftermarket weapons besides the Aftermarket Shotgun. Each now has a unique name and a return of the Deadeye Carbine.

Still on the fence about Flashlights on Pistols and the Stab Light. Seems to be doing ok thus far.
