Added 1x1x1 large grid drive (has 10s base stealth time by default)

Stealth drives and heat sinks are now defined in the world/server config file.
This means that you can now define any block of type "UpgradeModule" in the config as either a drive or a heatsink, and it will have the appropriate logic attached.
Note that for the moment, heat sink damage zone is hard-coded to the dimensions of the existing large/small grid heat sink blocks.

Added config options for water interaction:
<WorkInWater> - Disables drive while underwater if false
<WorkOutOfWater> - Disables drive while out of water if false
<WaterTransitionDepth> Height in metres above mean sea level to enable/disable drives at if either of the above settings are false

Fixed <HideThrusterFlames> config option not doing anything
Fixed heat sink <DoDamage> config option not doing anything
Fixed large grid heat sink build stage models

Taking damage will no longer disable stealth if <DamageThreshold> config option is set to 0
