Ai Changes provided by Chezloc:
- SOV and GER build civs at the start till some date, then mils and then rubber for germany and steel refs for soviet and then continue building mils
- Scripted a focus order for MAN, MON, IRE, BRA, SIA
- MAN, MON, IRE, BRA, SIA wont build civs or dockyards, only mils
- BRA and SIA will do rubber refs also but dont get that many out
- Made SIA, BRA and GER ai prioritize getting to rubber processing research to be able to build rubber
- Made SOV ai prioritized to go for construction 1 and excav 1 to be able to build steel refs

Other:
- Made ZIS-30 Chasiss more visible and added a better descriptor to it
- Added Red Guard Tanks Divisions, which are slightly better than a normal Soviet Medium Divisions
- Fixed bugs related to the Spirit of The Airforces using Air Designer stuff
- Japanese Fighter and Bomber Innovation Focuses now correctly take 25 air xp instead of army xp
- Soviets have Military Access to republican spain so they get supply during the SCW
- New Straits added to Denmark, Djibouti, Iran, Singapore, and Java
- Poland added to the Pacific Spirit
- Imperial Conference Cooldown decision now fires more than once to let you know when you can do the next one

BBA Patch 16 - checksum 9f8d

- Lots of focus localization has been provided thanks to Chezloc
- Game Rules have also been added, allowing players to control the number of AI China waves that will spawn, whether or not the voice lines are enabled, and a rule to disable the Fatherless spirit, thanks to Chezloc for doing this while I was out on Vacation
- Spanish Gold Trade focus will now send an event to Germany letting them know they are getting trade for cheaper from Spain in addition to the voiceline from Greg about interest.
- German Air MEFO, Aging Italian Air Industry, and the starting Mongolian Debuff no longer spawn events at game start and just give you the spirits
- Added an H to the Heavy Artillery division Icon to make it clearer which is which
- USA can now annex an AI Brazil and AI Mexico if either 1) The USA is at war, 2) Japan is at war with the UK, 3) Germany is at war with the soviets
- New Player Decisions can be permanently hidden

- Brazilian and Mexican tank models should now be fixed
- French 'Promote the National Spirit' focus in the Conservative Branch can now also be done after January of 1939
- New Zeeland VP's changed so that you have to also take land in the south Island to cap them (or do 4 collabs like a Psycho) Wellington 10 -> 5, Christchurch 1 -> 3, Dunedin 1-> 2
- China's waves now auto trigger through an AI decision rather than an AI Event, this will ensure that the waves will always trigger exactly 3 days after the conditions are met.

- Finish High Command Org Advisor no longer grants .30 xp daily
- France should no longer get random strikes
- Stability Threshold for triggering Civil Wars lowered from 25% to 15% to prevent France from accidentally entering a Civil War by not managing Stability well
- France should now lose Inefficient Economy after they Capitulate
- Free France should now be able to do the focus to purchase American equipment
- the Radio Propaganda Decision that was added has been removed as some allied nations were able to use the War Support too well
- NMilitary.ARMOR_VS_AVERAGE = 0.4 -> .25 -- how to weight in highest armor vs the division average

Navy Updates:
- Destroyer Mid 1 Slot can now use light batteries
- Heavy Ships and Super Heavy Battleships may now use an airplane launcher in their Mid 1 Slot

The changes to the defines for Armor and Piercing should reduce some of the issues of having 1 heavy TD battalion put into a division to drastically improve its armor and piercing. For example before the patch this https://i.imgur.com/2K7uPAh.png Soviet division had 71 Armor and 67.7 piercing, which is down to 56.5 and 59.6 respectively https://i.imgur.com/Smd3Xxq.png . Note that this applies to all battalions, so putting a single AT or Heavy AT in a division will not generate as much piercing as before either. This will also lower the potency of 'Space Marine' divisions.

All tank Chassis pre 1940 had their hardness reduced by 10%

New French Political Tree and Economic Tree Changes
- 2 new paths added, Socialist and Conservative
- Left-Left is Historical and should see similar power to pre-update France
- Left-Right is Socialist, which gives more industry in africa but weakens your France hold
- Right is Conservative, which buffs your France hold but makes your Free France weaker. It also prevents you from using the Industry tree
- Note that left-left(Democratic) gets the left side of the economic tree but Socialist gets you the right side of the economic tree
- Focus to buy guns from the US moved from France to Free France

Australia Army Branch changed:
- Now split into a tank and infantry branch
- Desert rats moved to army branch
- Most inf focuses are about the same but most tank focuses are new
