Juggled some code around so it should no longer be necessary to save/load on the strategic layer to fix various issues with weapons not appearing when the mod is added mid-campaign.

Fixed a bug that caused being able to carry grenades in the Aux Slot without having an Ordnance Launcher.
Disabled Weapon Skin Replacer config that changed the inventory slot for the SPARK Launchers Redux.

Made configurable grenade-only slots added by Ordnance Launchers and Auxiliary Weapon slot. Should make the mod usable with Highlander earlier than 1.21.
Also fixed up some code for better compatibility with Starting Sparks.

Added a condition that you must acquire a SPARK before you can produce Restorative Mist and EM Pulse to avoid confusing the player. Also added a mention that they're supposed to be carried as Auxiliary Weapons.

Made sure Bombard gets removed from the SPARK if they don't have a BIT nor Ordnance Launcher equipped.

Added some code to add squaddie weapons for SPARKs and MECs into HQ Inventory if they're not already there. Necessary bandaid fix for Starting Sparks.
