Fixed a bug where MEC Troopers would be missing cover defense pierce and other special effects associated with experimental shells after bleeding out and then being revived.

HEAT/HEDP, Shrapnel/Flechette and HE/HESH shells now correctly deal friendly fire damage.

Shrapnel and Flechettes now are a guaranteed hit against all targets in the cone.

Fix bug that caused SPARKs end up with hundreds of XPads equipped when playing without LWOTC.
