A fix for PHQ strangeness Hopefully.
Re-locked some implacable modules.
Made changes to Add Money, it now has a sub option with amounts to decrease your money balance(a old request).
Add Research has a new sub option containing "Add Research" and "Remove Research".
New Sub Option "Remove Research" will now safely remove all Research of the base game, for people who wanted a far easier why to do this.(a old request).
Made changes to encyclopedia.

"Add Inventory" item lists are now automatic as well

Update 1.40
Made SETA less likely to be interrupted (when a police patrol talks with u.)
Change the factions listed in the mod (factions that the mod can't change has been removed), other mods factions are also being listed if they are set up as "economic" factions, none economic factions can't be changed.
Changed the mod’s activation see description for this change.
also removed the “CHEAT” option from all conversations as u can now activate it anywhere with the new options
