Added some special config options for Lago.
Fulmination now uses the canister damage array, so it can properly damage things that aren't immune to explosion damage.

-Now requires the Community Highlander (for loot stuff)
-Canister activation is no longer turn-ending without total combat/salvo.
-purifiers should now drop chemthrower upgrades with thier corpses. cerberus engineers will always use the M2 table.
-reduced proving ground time for forging upgrades in the proving ground.
-expanded fuel tanks now on by default (because they're being used in the loot tables)
-changed the Alchemist spec, no longer has total combat, has a new ability at brigadier instead.
-chemstorm now benefits from breakthroughs (altered way it's damage tag is handled)
-fixed bug with canisters being unable to damage targets immune to the chemthower's base damage type.
-canisters now do +1 damage, but do not benefit from breakthroughs.
