General overhaul of the Polish Kingdom flags and CoAs.

Replaced the Roman Empire flag that was based on the Roman Vexilium with the flag from the Imperator: Rome:

Removed non-democratic variants of the Free French flag from the mod. Hopefully this will block the Free French flag from appearing when it shouldn't.

Spanish flag rework - part 2

- removed many controversial and unpopular flags for Spain and modified the rest to cover the entire scope of Spanish cosmetic tags:
