Developers Note:
The Soviets have now gained a lot of decisions which makes them extremely powerful the closer they get to capitulation, I consider adding some other bonus to the United Kingdom or Japan as well.

  • Added "Call in Reserves" for the Soviet Union which grants -25% training time for 360 days when activated (requires Soviets to be at war with a major country and at least 10% towars surrender)

  • Hungary will now be reluctant to pick "Renew the Rome Protocols" when Italy is getting beat up (meaning they're at war with the Allies and aren't in the Axis)

  • Added some ahead of time reductions (2 years) to "Uranprojekt","Rocketry" and "Air Innovations 2" (Germany)
  • Added a tooltip to "Army Innovations" (Germany) that informs you about unlocking Rommel as Military High Command

  • Removed some outdated AI strategies I added before Man the Guns
  • Put some mental AI weights on low-mobilisation economy laws

Decisions
  • "Address Industrial Workers" (Germany) now gives +5% Factory/Dockyard Output for 180 days instead of a 25% research bonus
  • Added 3 decisions for the Soviet Union to build an additional 6 military factories after relocating industries (for a total of 18 military factories)
  • Added a decision for the Soviet Union to get "Production Effort" for an additional 3 years when at war to basically overpower the Soviet Union
  • Changed "Order 270" so it goes hand in hand with Order 227 in how it functions
