* Self Propelled Artillery now correctly received Forward Observer bonus from Obs. Balloon and Drone; Rocket Launcher does not.
* Added Japanese translation by Sub6.

Rise & Fall Tweaks:

* Gatling Gun and Machine Gun now both get +8 combat versus Melee, Anti Cav and Light Cav, exert Zone of Control and approx 1/3 less Cost and Maintenance.
* Okihtcitaw upgrades to Explorer.
* Hwacha upgrades to Mortar.
* Khevsur, Berserker cost dropped to 140 from 180.
