You don't need the rocket jumper, but if you can trade you can check out scrap.tf to trade a weapon for a jumper, or you can borrow one, you can borrow any 1 weapon for 1 week, from the mann co in-game store.

You can read more in the FAQ Discussions, but:

It was too expensive and affordable to run SA servers. As well the previous provider we had used terminated our vps because they didn't want game servers running on them.
