Any time anything's broken in the Steam client, it's generally Steam Input to blame. This game uses native Steam Input API, so buckle the @#$% up, it's going to be a bumpy ride forever.
There's a reason the little Steam Input icon on game store pages is a broken controller.
Bluetooth has two different protocols, PlayStation controllers start out in SixAxis (DualSense 3) mode -- lacks support for rumble and LED color.
The Steam client immediately changes PlayStation controllers over Bluetooth into the alternate protocol that supports rumble, LED, touchpad, etc. That change is irreversible until you power the controller off and back on again.

Don't actually use that though, since this game REQUIRES SteamInput and ValvePlug was designed to neuter SteamInput so it can't break things.
