even though its technically not fallout but mattias and cochese from wasteland two pretty much fallout new vegas lore but being desert rangers and all and seeing how synths are gonna play a part in fallout 4 now too

The Master, easily. He was a true comic book supervillain, but a good one. After that the villains were a lot more down-to-earth.
Probably Presper could have been a good one too, if Van Buren would have been released.
