Civ 7 has game pad controls so should control well. It just launched though, so there are probably some bugs to work through for the first few weeks.
Cant tell you anything about steamdeck and civ, but I can tell you to step away from civ7, get 5 or 6 as a complete bundle for like 20$, and you will have fun with each of them for hundreds of hours.
Leave this bugridden alpha they call civ 7 1.0 for the next couple of years until they finish the game
So dramatic... The game is fine. I'm having lots of fun with it so far.
You're going to find a lot of people saying each game in the series is literally the best game ever and others saying it's literally the worst game ever. You're not going to find any consensus about which is the best. I've found something to appreciate about every Civ I've played. I recently decided to try Civ IV and am loving it. I wish I had a Steam Deck so I could tell you if it plays well, but I don't and I doubt it.
I found out that Endless Legend apparently runs well on Steam Deck, so I'll probably just install Civ 5 and that while waiting for a sale on Civ 6 and 7.
I think Civ V (again, w/ G&K and BNW) is the best place to start with the series. It has a better learning curve than VI (and from what I've seen, VII falls between V and VI in that regard).

Have you noticed how half the forum posts and reviews here are mentioning how awful Civ 7's UI is? Yeah, they didn't learn anything from Civ 6 lol. These mods are not only good for preventing migraines but also do a lot to help with that "learning curve" problem I mentioned. Particularly, "Detailed Map Tacks" will help you understand one of the most important, and complicated, aspects of the game: district/wonder placement. You'll read the description of, say, a dam and be like "oh what a wonderful tile to place a dam on", just to realize it's an invalid location 50 turns later when you actually unlock dams. This mod will warn you if it's placement is invalid, will tell you adjacency bonuses, etc. Use map tacks!

These two are essential if you ever plan to capture, rather than raze, any AI cities. Remember how I said district placement is really important and complicated? The AI is complete ass at placing districts. Like, no joke, you'll probably be placing districts more logically that diety AI during your first run. Districts are normally immovable and indestructible. This mod "fixes" that.
There are definitely more mods I can recommend (like visual mods that make the textures look more like Civ 5), but I'll leave you with that. So exciting, getting to help a baby Civ player! <3 <3 <3
