I'll take a look, but I'm fairly certain mod authors don't have control over that. For what it's worth, I did gate some of the mod empires behind DLCs so that may be correct if you don't have the correct DLCs.
Multiple mods can't add portraits to the same species class due to how file overwriting works. In order to be cross-compatible, most portrait mods add a new species class instead.
