Mechanoid (trashbin) cannot be recovered if it runs out of power.
There is no means of recovering (such as carrying) a mechanoid that runs out of power other than meleeing it to death and then scrapping and replacing it.

I'm occasionally seeing drone mechanoids like the trashbin just sitting in the middle of the room with no power, and I have to manually scrap it.
