btw you hav said the sectors have some sort of cleanup scruipt maybe its possible to get that in encouters working (well for tose who dont use the full overhaul) or a sinple cleanup script as standalone choice is youre ^^
stay in a populatet sector Whit Stations for an hour or more
If you have enouth astroids you can Mine These to avoid being bored
Ive countet at least 30 Ships in routhly 15 min waitime
Thats IT youve gotten an Ally freigter armme spreading :D

When I turned this mod off, pirate encounters work like they should: ships spawn in and attack the sector.
Also, Mobile Merchants don't seem to spawn either.
Yeah, Encounters have a hard dependency on Galaxy Generator ( which you've disabled )
I've refreshed "Required Item" listing on all mods, to make it less confusing about what works with what.
Mods that require only Extended Scripting Framework, can be used as standalone without main mod.
Others(like Encounters) have too many changes to work just by themselves.
In case you don't want main mod for already covered reasons,
- New mining can be disabled
- New progression can be disabled
