Report a translation problem
1) Make a quick outline of EXACTLY what your vision for this mod is. For example "This is a Civic Overhaul." I'm not saying that is only what this mod is, this is only an example.
2) Make a list of every single unfinished thing you currently want to do. We will call this list "Current Ideas". Do not add new ideas to this list as they come to you unless you are 100% certain you think those ideas are critical to your original vision of the mod. Place those new ideas in a "Future Ideas" llist for later use.
3) Take everything in the above list that does not fit within the parameters of the outline you made in step 1 and place them in the Future Ideas list. What you have left over in the Current Ideas list is all you need to worry about for the time being. Just focus on that.
4) Complete everything thing that is still left in the Current Ideas list and release that as version 1.0 of this mod. You can release what is in the Future Ideas list in increments as you go from here.
I know this sounds like a lot to do just to organize your thoughts, but it doesn't take long and your sanity will thank you for it later. This is just my suggestion anyway. If you have your own way to get organized that go for it.

Pacing yourself and knowing exactly what you hope to accomplish are critical. I know from personal experience that when your ambition grows too large too fast that you will have a burn out. If that happens then the project you are working on becomes more of a chore then a joy. Don't let that happen.
I’ve moved the faction overhaul and negative event civics as well as a Marauder civic to post-release. That should be reasonable.
The only ethic mod is More Civics in Ethics and Civics Rebuild, and this is an alternative. I cannot add compatibility because so many things from that mod are in mine, but mine are altered and based around vanilla ethics. This is just how modding works, I can’t really do anything except add ethics into my mod.
I will later add some ethics down the line possibly. Probably when I add Traditions. But this a long ways away, the mod will be released before then.
The point is not to use any other civic mods with this, it already includes many of them. Read the credits. Plus, the extra ethics are civics in my mod, so you can still play however you want. Industrialist, Environmentalist, Collectivst, Individualist, it’s all there.

Ah, ok, then I have misunderstood how your mod works. The pure list isn't offering too many insights to me. Will give a try with the beta then.

I cut back on what I wanted for full release so now it’s a lot more realistic. And now I’m 75% done lol.
