Is the "Foreign Recruitment Encouraged" Law bugged?

I don´t seem to get the non-core 1% manpower, but the 2% consumer goods cost is reduced.

The "Eligeble non-core manpower" mod value is 0,336% and didnt change when I changed laws. Shouldnt this increase by 1%.

Bug or am I missing something?
