You gave a good explanation of how to use the Dataset Mod: you subscribe to it and then choose it in the Standard Game menu and choose a Random Map, and then you go back and start the Scenario from that same Standard Game menu.
You must pick "Reveal Map - Explored", and you don't choose for the "Lock Teams" to be "On" because Vespasian starts allied with everyone.
Right now the Victory Trigger does not work for Player 1, so anyone playing as Player 1 must beat all the other Players to win (in effect, a 1 v. 6 match). This is too unbalanced for a decent Multiplayer Match, because Vespasian begins allied with all Players. Ideally, the Scenario Designer (Aware Wolf) would correct the triggers so that Players 1 and 4, or Players 1, 2, and 4 could win together as intended.

This Scenario should have more story to explain the teams. P1 is the Judean Provisional government. There was a historical period in the revolt where the Zealots claimed that the original rebel leaders in Jerusalem like Joseph Ben Gurion wanted to reconcile with Rome, and the Zealots in Jerusalem turned on the Provisional government. The Purple "Roman Province" is the local Roman rulership under Florus.
P2 is Vespasian, the Roman general. He begins allied with everyone. It is weird that one of his potential victory conditions is for Florus to die, since Vespasian and Florus were both on the Roman side and Vespasian did not try to kill Florus. It is also weird for him to be Allied with everyone because I think that he would not be allied with the Zealots or Sicari. The designer added in a trigger so that when Florus is defeated, the Jewish Players declare war on Rome, which I suppose means Vespasian.
To match history, you would want all the Roman Players (Red, Purple, and Orange) to be allied with each other, and you would want the Zealots and Sicarii (Teal and Grey) to be the opposing team. The "Provisional government" and the Yellow Peasantry Player could be allied with either of those two sides or it could even be neutral. Their alliances seem more flexible. The Designer tried to address this by having the Yellow Player declare war on Blue or Red (Vespasian), depending on whether Grey or Purple (Florus) were defeated.

The Hints section talks about "the Jewish Player" paying taxes to Rome. This phrase, "the Jewish Player", actually refers to the Blue, Yellow, Aqua/Teal, and Grey Players, who all represent Jewish factions.
The Hints say that different towns pay taxes regularly. A Player is supposed to own or capture a town by converting or rebuilding an Outpost in the small area surrounded by torches in each town. The same is meant for the castles like Ashkelon with town names? You don't have to kill everything in the town to "conquer" it, you just need to own an outpost in the torch areas. You need to own an outpost in the town's torch area in order for that town's monastery to switch to you.
You don't must not need to capture the relics to win, because it is just called a "side mission". The problem with it being a requirement to win is that you might need to fight all the players if they all have a relic. At that point, the issue of having to get their relics becomes rather moot. In my case, the game gave me a victory after I defeated all the other Players, even though I didn't have all the relics. The only difference that the relic bonus could make is if you defeated all Players who had relics and the remaining players had none. But it's actually more tedious to hunt down every relic than to defeat all the enemies. This is because there are lots of cities where the relics could be, and the cities are guarded by towers that stay active even when their Players resign.

The stable in Jerusalem has an open space south of it that is surrounded by other buildings so that the horses that you train there are automatically stuck. To deal with this as the player, you need to post a gathering point flag for that stable in an open area.
In my Playthrough, all AI Players except for Yellow declared war on me 2 minutes into the game. Next, Vespasian and Roman Egypt immediately said that they will rejoin my side if I send them 500 of each resource. I sent Vespasian 500 of each research and he immediately allied with me. But then he immediately declared war again and demanded 500 of each resource again! I take it that this means that the Tribute system doesn't work to make the other players my allies even though the AI Players demand tribute.
If you run a test of the Scenario, you can easily see that the Victory Trigger does not work, because if you use the Torpedo cheat you can eliminate Players 5-7 and see that the Scenario does not end at that point with a victory for Player 1.

If you are Player 1, Hit pause right away at the start and set your priests in the opening battle to convert the strongest units, a legion and the Centurion. Put some of your army to the left side of Jamnia, because Orange and Grey enemies, especially priests, will attack there. You should have priests and warships in Jaffa for when the purple and red fleet shows up. Heroes can't be converted, so you can use your heroes to attack enemy priests. There is not much point in making a trade cart because your allies switch sides against you early on, although after you defeat Aqua you can make one to trade with Yellow.
In Jerusalem, there is a Purple tower, so get your priest out right away or garrison it and Eleazar and a villager in your TC and have the towers and TC and castle attack the Purple tower. Send your villagers to gather food instead of mining at the start because you need to age up fast. In Jaffa, have your farming villagers gather fish and berries. If you defeat Aqua and Grey (Sicarii) before Purple, then your Yellow ally declares war on you. It makes sense then to defend Jamnia in the south from Grey while you first attack Purple and Aqua in the Northeast.

On HARD, 2 minutes in, everyone but Yellow declared war on me. The Aqua team to the upper right of Jerusalem sent priests who started attacking my army guarding the north of the city. I should have countered with my army's priests, but I had just used their power to convert a aqua villager building a second aqua TC there. Meanwhile, Vespasian's fleet started attacking Jaffa. Next, a fleet of about 12 Purple and Red ships started attacking me. Apparently they were allied even though the instructions talk about winning together with Red if Red takes out Caesarea. Next, siege rams show up at Jaffa while more attacks happen in Jamnia. It became overwhelming. This was only like 10-20 minutes into the Scenario and I was getting attacked by Red, Grey, Orange, and Purple. Aqua did a few attacks with priests, but it was not major. I had tons of gold but little wood to make ship to fight back, and it had taken alot of work for me to even get on the Castle Age.
When I look in the Scenario Editor, the trigger says that the ownership of the Hebron monastery changes if I own the castle. This suggests that I need to either convert the castle or to destroy it and build a new one there. If I just destroy the castle, then it seems that the castle space just becomes empty and the computer will not know who to give the monastery or taxes to. For example, I used rams to destroy the Grey Town Center and then their Castle disappeared. However this did not make their monastery switch to my Player. The way to do that must be to build a castle where the vanished monastery went.

Then, Vespasian (P2) captured Governor Josephus (who belonged to P1) in Galilee. The Zealots (P5), Sicarii (P7), and Simon Bar Giora (P4) conquered the Provisional Government (P1), accusing them (P1) of wanting to surrender. Josephus switched sides to support surrender to Rome. He said that Vespasian was destined to conquer Judea and become the next Roman empire. Josephus pointed to Biblical prophecies about Jerusalem being conquered and said that the Zealots should surrender. Then Vespasian (P2) conquered the Zealots, Sicarii, and Simon Bar Giora.
I like your campaign. It is interesting for me because I read all writings by the Jewish Nazarene Christian historian Josephus. I guess that this is a Single Player campaign where you can choose which Player you will be, because the instructions explain the Victory Conditions for each Player. Am I right?

Historically I suppose that P2 and P3 would be allied, and that P5 and P6 would be allied.
P1 could be seen as part of the revolt or else neutral, because it seems like there were different governing factions at different times. It seems that there was a provisional government in Jerusalem that wanted to be neutral or avoid the Romans invading the city, and the Zealot faction turned on them.
