I would not get your hopes up. ARK: Survival Ascended has already been released. I suspect many players and modders have moved on. And it's only a matter of months until Ark 2 gets released.
It's clear this ArkSettlements mod was ambitious, a huge undertaking and the author bit off more than could be chewed. Getting a mod like this to work alongside an NPC mod would be even more ambitious.
The only fun thing about having this mod at the moment is having a city exclusively, that is, the author's initial proposal. The upgrade stages only got to the first one. The npcs don't do anything at the moment, they just walk around. The shop is not active yet. It's fun to have a city, in addition to being beautiful despite having only managed to get a thatched house. However, there is no benefit so far or I haven't learned how to obtain it yet. It's a great mod, a very cool proposal, but as it says in the description, the author didn't have time to continue and the mod is stopped. I didn't see incompatibility, including, I'm using Humans NPCs together.
AFAIK, Human NPCs is, currently, the only NPC mod for Ark still being developed (or not abandoned). Though, it sounds like it might have inherited some things from the now discontinued "Primal NPCs" mod.
In the mods that dont work together discussion (see above comment section), at the bottom the author answers a question about "compatibility with Primal NPC". The answer: "...they won't be able to interact with the plots themselves they will just see the plot as more of an obstacle and try to go around it".
I assume this means that, currently, NPC mods may not conflict (i.e., break things), but nor will such NPCs be able to interact properly with many things in this mod because they were not designed to.
@mjdecker123 Nope Ark never had any NPCs for humans only the models for actual players exist so no AI most human mods are based on the raptor AI as they can jump etc with human animations patched in. Hopefully Ark 2 will have them but it could be a totally different game more story based rather than sandbox.
I do wish I could of finished this mod and maybe I will one day when I get free time again.
