If under the Fellowship decisions you click "View Details", there's a question-mark in the top right that gives some instructions.
Been playing Hoi4 for a long time and usually dominate most games I play so this stands out as unusual. Experienced this playing as Mordor and Gondor and a friend had the same thing playing as Rohan.
I tried this on the easiest mode with max buffs for the nations to see if it impacted that and experienced the same thing.
Do you have something on the A.I. side where they get stronger under certain conditions?
Note that it only works if you (or Grima) hasn't completed the respective "Deal with the X" focus yet.
I'm not sure I understand what you mean about the sub-mod conflict. Norhtern Wastes submod and Expanded submod are not mutually compatible, if that's what you mean.
