changed synth_rubber_refinery rubber to +3 (was +7) - so with the 4 tech unlocks we get a total of +7

Supply Factory: changed Worker factory build speed: +2% to War factory build speed: +2%
Supply factory cost 9600 (was 9400)
War Factory cost 7000 (was 6400)
Naval dockyard training base cost 7400 (was 7250)
Flight training school cost 3700 (was 3550)
Boot camp cost 4800 (was 5000)
Ministry of propaganda (democratism, fascism & communism) cost 5400 (was 5150)

GER have now 1 heavy steel tech unlocked (1936)
Tungsten Industry now gives 7 tungsten instead of 4
Aluminium Industry now gives 7 Aluminium instead of 4
Rubber Refineries now gives 5 Rubber instead of 7 (since you can add +1 ruber x4 with synth oil/rubber tech unlocks)

Changed value (this is important for the health of the buildings against ai bombing raids) of the following buildings:
Rubber value now is 4 (was 3)
Naval dockyard training Base value now is 1 (was 2)
Flight training School value now is 1 (was 2)
Boot camp value now is 1 (was 2)
Worker Factory value now is 2 (was 4)
War Factory value now is 8* (was 4)
Supply Factory value now is 9* (was 2)

*since it gives an arms factory which is 8 in vanilla anyhow
