Bugfix: Mortar Garrison having a blank tooltip. Trying to make it so the arsenal doesnt give these to the Japanese as garrison units, but maybe artillery works different...so may still show up in Japanese garrisons.

Next Update:

-Kenshi Taisho cap raised from 2 to 4, all other Taisho cap set at 3.

-Added garrison icons to the Portuguese garrison units.

-Added Portuguese Garrison units to many buildings and the castle chain. Your castles are now fully manned, like the Japanese.
