- Bug Fixed: Fixed an error where the "Establish Mercenary HQ" decision did not actually cost 25 command power.
- Bug Fixed: Moved the "Establish Mercenary HQ" decision to the "Mercenary HQ" category, as the vanilla "Political Actions" category may not be displayed due to being replaced or disabled by some mods.
- Display Adjustment: Added a new GUI with tooltip for the "Mercenary HQ" decision category when the HQ is not yet established.
- New Mechanism: Introduced dynamic Recruitment and Reorganization Speeds. Now, mobilization speed, HQ Level, and other modifiers will impact the speed of recruitment and reorganization.
- New Mechanism: Added a Mercenary HQ upgrade system and related decisions. Upgrade the HQ Level to gain additional recruitment and reorganization speed bonuses.
- Display Adjustment: As recruitment and reorganization speeds are now dynamic, the actions of recruitment and reorganization are no longer represented by a fixed-duration mission but have been changed to a 30-day auto-repeating mission.
- New Content: Added three optional decisions to the Mercenary HQ decision category, each designed to provide extra reorganization/recruitment speed bonuses during wartime/peacetime, and to exchange political power for subsidies when trading mercenaries on the International Market.
- Balance Change: Adjusted AI behavior to adapt to the new mechanisms.
