I noticed while diving into this that there were a lot of repeated skills added to some infnatry making the mod very unbalanced. Now, the vet status "lvl" will be what the skill "lvl" will be for the primary weapon the soldier carries. I also added a few little perks to highly skilled infantry, like slightly faster running speed and health regen speed.

- reworked "rifle" veteran skills
- reworked "smg" veteran skills
- reworked "medium mgun" veteran skills

These reworked changes focus on recoil/accuracy. Now, recoil/accuracy doesnt change much until the soldier has acquired level 8 weapon status. Accuracy is overall a bit lower now, and goes up by a lower amount. These changes were meant to give max level soldiers a bit more of an advantage and reason to keep them alive. Level 8 gives the soldier a close 60% boost in accuracy, and 20% drop in recoil (for both AI and DC mode)

The mobility changes are mostly just increased max speeds for cars and btrs on "ground" terrain.

Tanks mobility however get a big rework. Ive increased their acceleration time by over 2x, and lowered the time it takes to switch between forward and reverse. This makes them feel a bit more powerful off the line, and not so slow and sluggish (which is unrealistic with modern tanks) The "rolling" stop time however has been increased, and "brake" stopping time has been decreased.

- made the "m240" gunner on the abrams a "passenger" seat instead of "crew" seat (this helps prevent a crew member prioritizing "refilling" the seat when someone dies)
